Nothing is built until the board says so.
The same checklist runs on every project. A site is in development only when the land qualifies, the permits are obtainable, interconnection or fuel and fibre are applied for, the environmental study is approvable, and there are no major red flags. Before that it is pre-development, and we say so.
The AI rail has the same discipline: no build without an assessment, no assessment without the people who will use it having been trained.
