The costs that never land on ratepayers
An islanded block never appears on the utility system, so it adds nothing to the capacity bill that large data-centre load has pushed onto everyone else.
How a town participates
A site walk and a non-binding letter of intent. Validation studies — survey, geotechnical, AHJ setback, fuel and fibre capacity. Then a term sheet with the hosting model and cost allocation settled before anything is built.
